If it is just an air core former, then that's fine. I did not see that suggested - it is referred to as 'a material'!
On the subject of low permeabilty stuff, I was trying to find power loss rates for the standard iron cores, but can only find data for very low magnetic fluxes, which makes it difficult to design to their advantage of high saturation. Are there any graphics for iron powder materials' specific power loss versus frequency and flux?
